필리핀 할라우강 다목적 사업 피해 선주민과 활동가 한국 방문

한국수출입은행은 인권, 세이프가드 정책, 책임 있는 기업 행위를 지킨다고 주장할지 모릅니다. 그러나 그 대출으공포와 피로 얼룩진 사업에 자금을 제공했을 뿐입니다. 할라우 메가댐은 빈곤을 해소하지 못했습니다. 오히려 조상 대대로의 땅과 무덤, 공동체를 수몰시키고, 정당한 보상 없이 가정을 내쫓고, 세대에 걸쳐 강과 더불어 살아온 문화를 모독했습니다.

더 끔찍한 것은, 이 댐이 투만독의 피 위에 세워지고 있다는 사실입니다. 2020년 12월 30일, 댐 건설에 반대하던 투만독 지도자 9명이 필리핀 군경에 의해 집단 살해를 당했습니다. 또 다른 16명은 조작된 혐의로 체포되었고, 이후 현지 법원은 수색영장이 위법하다며 사건을 기각했습니다.

할라우 메가댐은 결코 “개발”이 아닙니다. 그것은 한국수출입은행의 자금 지원에 의해 가능해진 국가 폭력입니다. 지금도 투만독 공동체에서는 군사화, 레드태깅(공산주의자 낙인찍기), 협박, 괴롭힘이 계속되고 있습니다. 2020년 학살 이후 많은 이들이 고향을 떠나야 했습니다. 그럼에도 불구하고, 정부는 또 다른, 더 큰 댐을 파나이 강에 계획하고 있습니다.

유엔 전문가들이 이미 목소리를 냈습니다. 국제 인권단체들도 말했습니다. 필리핀 국가인권위원회조차 수색영장 집행 과정에서의 인권침해를 인정했습니다. OECD 가이드라인 역시 인권을 침해하는 사업에 대한 금융 지원 중단을 요구하고 있습니다.

한국수출입은행은 한국의 국책은행으로서, 자금이 투입되는 모든 사업에서 인권침해가 발생하지 않도록 보장하고, 발생 시 이를 시정할 의무가 있습니다. 그러나 할라우 메가댐은 심각한 인권침해의 전형임에도, 한국수출입은행은 지금까지 침묵하며 공범으로 남아 있습니다. 더 나아가 학살의 “정당성”을 필리핀 정부와 함께 주장하고, 투만독의 자기정체성 권리를 부인하며, 피해자 가족들의 호소마저 의심했습니다.

그러나 우리는 멈추지 않을 것입니다. 오늘 이 자리에서 우리는 한국수출입은행에 분명히 말합니다. 이제 그만하십시오. 할라우 메가댐에 대한 금융을 중단하십시오. 남은 자금 집행을 취소하십시오. 이 유혈 사업에서 필리핀 정부와의 파트너십을 끝내십시오. 중립을 가장하지 마십시오—당신들의 손에 이미 피가 묻어 있습니다.

투만독과, 댐이 가동되면 대규모 수몰 피해를 입을 공동체는 한국수출입은행의 “도움”을 원한 적이 없습니다. 당신들이 가져온 것은 개발이 아니라 죽음입니다. 이미 9명의 투만독 선주민들의 생명을 앗아갔고, 현재와 미래 세대의 조상 땅에 대한 권리를 빼앗았습니다.

우리는 당신들의 개발을 원하지 않습니다. 우리는 투만독의 권리를 존중할 것을 요구합니다.

우리는 당신들의 시혜를 원하지 않습니다. 우리는 정의를 요구합니다.

우리는 당신들의 자비를 원하지 않습니다. 우리는 책임을 요구합니다.

지금 행동하십시오. 더 이상의 인권침해를 우리의 땅에 남기지 마십시오.

We come before you today not just as the Jalaur River for the People’s Movement, but as the collective voice of the Tumandok—Indigenous Peoples and all Panayanons whose lands, rivers, lives, and livelihoods are being drowned by the Jalaur River Multipurpose Project, also known as the Jalaur Mega Dam, funded by Korea Export-Import Bank and constructed by Daewoo E&C.

KEXIM Bank may claim to uphold safeguard policies, human rights, and responsible business conduct. Yet your loan funds a project that has brought only terror and bloodshed. The Jalaur Mega Dam has not lifted people out of poverty—it has submerged ancestral lands, burial sites, and communities. It has displaced families without fair compensation. It has desecrated a culture that has lived in harmony with the Jalaur River for generations.

Worse, this dam is built on the blood of the Tumandok. On December 30, 2020, nine Tumandok leaders who opposed the dam were executed by Philippine security forces. Sixteen others were arrested on trumped-up charges. A local court later declared the search warrants invalid and dismissed the cases.

The Jalaur Mega Dam is NOT “development.” It is state violence enabled by KEXIM Bank’s financing. To this day, militarization, red-tagging, threats, and harassment continue in Tumandok communities, and as a result of the 2020 massacre, many have fled their lands, all under the shadow of your project. And while opposition remains shackled, another bigger dam is being planned along the Pan-ay River.

United Nations experts have spoken. International human rights organizations have spoken. Our own Commission on Human Rights has found violations in the implementation of those search warrants. Even the OECD Guidelines demand that KEXIM stop financing projects that trample on human rights.

As a Korean state-owned bank, KEXIM is obligated to ensure that no human rights are violated in projects they fund and address them when they occur. The Jalaur Mega Dam is the very definition of an adverse human rights impact—and still, KEXIM Bank has remained silent, complicit, and unmoved. Worse, you echoed the Philippine government’s claims of “legitimacy” in the massacre, denied the Tumandok their right to self-ascription, and even questioned the claims of the victims’ families.

But we will not stop. Today, we say to KEXIM: Enough. Stop financing the Jalaur Mega Dam. Do not release the remaining funds. End your partnership with the Philippine government in this bloody project. Do not pretend neutrality—there is blood on your hands.

The Tumandok, and the communities that will suffer massive flooding once this dam becomes operational, never asked for KEXIM’s “help.” What you have given is not development—it is death. You have already taken the lives of nine Tumandok, and denied current and future generations their right to ancestral lands.

We do not need your kind of development—we demand respect for the Tumandok’s rights.

We do not need your charity—we demand justice.

We do not need your mercy—we demand accountability.

Act now. Do not cause more human rights violations on our lands.
